U.S. watchdog Pipeline Safety Trust said it believes the extra pressure that was permitted on the line likely added wear and tear on a pipeline with a lousy track record on spills. “It’s a big deal to operate outside of those rules,” said Bill Caram, the group’s executive director. “I hope this leads to a conversation about taking that more seriously.”

Curtis Englot is a fourth-generation farmer who lives near Glenavon, Sask., where an Enbridge pipeline spilled crude oil in February 2013. Then Enbridge got to work. The company drilled test wells and began monitoring the water quality. Dirt and water from Englot’s slough were trucked away for filtering and reclamation. A handful of birds caught in the spill were taken to Saskatoon for specialized care.“Enbridge was more than willing to clean up after the fact,” he said, adding that the company provided compensation in recognition of their losses.

“I’m on both sides of this where I’m steward of the land, I love my land,” Englot said. “But we have to still respect the fact that we need oil pipelines and natural gas for the short-to-medium term. In my lifetime, I don’t see us getting rid of that. So why are we making it hard for the economy to run?”Pipeline capacity has long been a critical driver of profit in Canada’s top export industry.

With the completion of Trans Mountain, as well as planned improvements to the Enbridge system and Keystone, Canada should have sufficient pipeline export capacity to accommodate current growth projections for oil production in Western Canada, but everything has to go just right, said Birn, adding that producers can’t lose access to existing routes like Enbridge’s crucial Line 5 in Ontario.

Existing capacity on Trans Mountain is gobbled up by the Burnaby Refinery in Burnaby, B.C., deliveries of refined products to the province’s lower mainland and in the transmission of lighter Canadian grades to Washington state refineries, leaving only a small fraction of Trans Mountain’s existing capacity destined for export tankers.
