Dozens of renters at the 64-unit Hawaiian Gardens building are still facing eviction, having already been forced to move out. The situation at The Swell, formerly known as Sussex Gardens, is similar, as the new owner, a San Diego-based private equity investor, began issuing eviction notices for remodeling purposes. Residents like Brenda Bautista expressed their disappointment, stating that elected officials seemed to have turned their backs on them. Although Mayor Paloma Aguirre acknowledged the shortcomings of the ordinance and apologized to residents, she asserted that it was the furthest the council could go at this time. The debate surrounding tenant protections has exposed deeper societal issues. The city's housing affordability, which has been a defining feature of Imperial Beach, is increasingly under threat.
