Illinois is set to become the latest state to offer digital driver's licenses, with residents able to add their IDs to Apple Wallet by the end of 2023. The move, enabled by a new state law, prioritizes both convenience and security, allowing users to selectively share personal information and protecting privacy through encrypted data exchange.
The Illinois Secretary of State's office announced on Monday that digital driver's licenses and state IDs will be available to residents by 2025, initially through Apple Wallet . Secretary Alexi Giannoulias stated that the office aims to launch IDs in Apple Wallet for Illinois residents by the end of the year. The IDs will allow users to add their driver's license and state IDs to their iPhone or Apple Watch.
The office also plans to add support for other digital wallets, like Google Wallet for Android users, in the future. This move follows a new state law that took effect on January 1st, allowing the Secretary of State's office to issue digital IDs for the first time. While Giannoulias initially aimed for a 2023 rollout, he acknowledged that rigorous testing and security measures needed to be implemented before launch. The office will prioritize developing high security standards and conducting thorough testing to ensure the protection of residents' sensitive information and privacy. They plan to leverage best practices from states that already offer digital IDs and utilize new technology to create a cutting-edge program.Mobile IDs and driver's licenses will grant residents the ability to selectively share personal information through a secure, encrypted data exchange between their device and the reader. This means users can present their IDs for age-verification purposes, such as purchasing alcohol or cannabis, while keeping other personal details, like their address, private. Senator Michael Hastings, a co-sponsor of the bill enabling digital IDs, emphasized this privacy benefit, stating that there's no need to disclose sensitive information like addresses when technology allows for selective data sharing. Additionally, displaying a mobile driver's license or ID will not constitute consent for law enforcement to search a person's phone, according to Senator Michael E. Hastings. Twelve states already offer mobile forms of identification, while at least 18 others are actively working towards implementation. Illinois' legislation explicitly prohibits law enforcement officers from searching a person's phone beyond viewing the mobile identification card. Another key feature of the law is the requirement that mobile driver's licenses and IDs utilize electronic credential systems, like barcodes, ensuring that individuals do not have to surrender their devices to verify their identity. Secretary Giannoulias clarified that mobile driver's licenses will not replace physical counterparts but rather serve as a convenient companion.
