The party says the dumping of expired food by mass producers and supermarkets are at the heart of the problem.The IFP's Mdu Nkosi says many desperate for food descend on these sites, leading to a scavenging frenzy.

He has highlighted the recent incident at the Buffelsdraai landfill site, north of Durban, where a guard allegedly opened fire on a group searching for food, killing one person. Umsunduzi beefed up access control to its New England landfill site after several fires and shootings between opposing groups.Nkosi says the bloodshed needs to end.

"eThekwini is a matter followed by Umsunduzi - all those big cities create job opportunities so that people will not end up saying we will then go and scavenge for food that does not need to be consumed that will then cause confrontation between these people. We need to do a thorough investigation."
