According to surveys from the Bay Area Council, dread of the commute is the number-one reason employees resist going back to downtown offices. Apart from the frustration of wasting hours in stop-and-go traffic, workers balk at the exorbitant and rising costs of bridge tolls, gas, and downtown parking.
