Let the estimating begin. A local group trying to get a proposition on the November ballot that would oust San Diego Gas & Electric from the city limits of San Diego and create a municipal electric utility in its place has estimated that it would cost $3.5 billion to get a public power company up and running. But SDG&E just released an assessment from an energy consulting firm that predicts the costs will come to much more than that — between $11.31 billion to $13.
'You need to precisely meter what is going to those substations that share loads across a couple of jurisdictions,' Powers said. 'You need to put a meter on that feeder that's going to residents of San Diego and you don't need a meter on the feeder going to places like Poway because that's going to remain in SDG&E's system.
