Vance was accompanied by Director of the Office of Management and Budget Russell Vought, Speaker of the House Mike Johnson and Senate Majority Leader John Thune . on Oct. 1 if Republicans and Democrats fail to reach a funding agreement, and the clock is ticking. A high-stakes meeting at the White House on Monday did little to bridge the divide between the two parties. "I think we’re headed to a shutdown because the Democrats won’t do the right thing," said Vice President JD Vance following the meeting that featured "the big four," - the Republican and Democratic Leaders of the House and Senate along with President Donald Trump and members of his administration."Significant and meaningful differences remain," said Rep. Hakeem Jeffries, D-N.Y. The blame game continues as both parties accuse each other of bringing the country to the brink. Republicans say they can pass something in time to avoid a shutdown with Democratic cooperation. "This is sitting right now at the Senate desk," said Senate Majority Leader Sen. John Thune while holding up the Republicans' proposed funding bill. "We can pick it up and pass it tonight, we can pick it up and pass it tomorrow before the Government shuts down, so we don’t have a Government shutdown, this is totally up to the Democrats." Conversely, Senate Minority Leader Sen. Chuck Schumer said it's entirely up to the Republican-controlled House, Senate, and the White House to avoid the shutdown. "So it’s up to the Republicans about whether they want a shutdown or not, we made to the President some proposals," said Sen. Chuck Schumer, D-N.Y. Healthcare remains a contentious issue, with Democrats pushing for an extension of Obamacare subsidies along with rescissions of cuts made earlier this year. Republicans proposed a short-term funding extension through Nov. 21 while appropriations bills can continue to be worked on. "We laid out to the President some of the consequences happening in healthcare, and by his face and the way he looked I think he heard about them for the first time. The closing of rural hospitals, clinics closing. And the fact that people will pay $4,000 dollars more a year," Schumer said after the meeting. Republicans have accused Democrats of wanting to provide healthcare to illegal immigrants, among other things, to be included in the spending plan. "$1.5 trillion dollars on a seven-week stopgap funding measure. We’re not going to do that, they know we can't do that, and we haven’t in the past," said House Speaker Mike Johnson.
