The government turned to law firm Arnold Bloch Leibler on June 14 specifically to provide legal advice on Victoria pulling out of its contract to deliver the games. "On the 22nd of June, I was advised by Ms Allan, the former minister for Commonwealth Games delivery, that cancellation of the games was under consideration as a result of those cost pressures that had been identified," she said.

"Yeah, I didn't know until I met with Minister Allan on the 22nd of June, and she advised me that cancellation was being considered as an option in light of cost pressures," Ms Shing responded. Ms Shing stood alongside Mr Andrews and Ms Allan on July 18 at a press conference where it was publicly revealed Victoria was not proceeding with the games.
