“I don’t care how much lipstick they put on the pig,” said Mould. “There’s nothing that can justify what happened to him under their care and their tender, nothing.”Body cam video obtained from the Richland County Sheriff’s Office shows Rios making a run for it when deputies opened his cell door.At one point, Officer Mark Cooper can be seen standing on the back of his neck with both feet, leveraging his full 250-pound weight.
Mould then filed a civil suit against Burwell, hoping he’d change the manner of death from accidental to homicide.“I would think he’d be leaning,” said Mould. “Certainly not impartial in my opinion.”However, he does want people to know that his son didn’t deserve to die like he did. “He was a guy that got side-tracked a little bit,” said Mould. “But he was trying so hard to get his life on track.”
