Rachel Zegler seems to be going the theme-dressing route for promoting Hunger Games: Ballad of Songbirds & Snakes.
In the film, it's designed for her by Cinna as a reveal; it starts as a white wedding dress, but she spins to reveal the Mockingjay dress, a symbol of the rebellion. One dress hides another, and the heroine spreads her wings. She then bursts into flames again on her float, when she parades alongside Peeta . Ten years after the film's release, Rachel is carrying on the fashion torch by bursting into flames in a black mermaid dress with a flared hem.
