People living at Hoy Towers have been having elevator issues since a fire broke out in the building Thursday.

People living at Hoy Towers have been having elevator issues since a fire broke out in the building last Thursday. “Last Thursday we had two that were still down here at 11 o’clock at night 'cause they couldn’t get upstairs, so they finally did take them upstairs, hand in hand,” said Tonya Blount who lives in the building.

The Housing Authority of the County of Dauphin said the fire was quickly put out by the building’s sprinkler system but water from the system entered the elevator shaft and impacted its electrical and mechanical components. William Tolan has lived in the building for 7 years and said the elevators have been a problem, but they’ve never BOTH been out at the same time, or for this long. “It’s all people keep saying is we cannot believe this,” said Tolan. “I’m a disabled senior I can’t do steps I can walk a little bit; I have a service dog” Tolan was badly injured in a construction accident and now can’t walk up or down stairs. He said thankfully his 68-year-old niece was able to bring him his groceries this week. “If I go down honey I ain't getting back up. I need my apartment this is where my luxuries are I love it here,” said Tolan.“He got to the steps, and he knows he’s not supposed to go off curbs he looked at that as a bunch of curbs going at a steep angel he backed up and wouldn’t go down the steps,” said Tolan. “He’s never pooped in the apartment since he was a puppy and he’s a little over 2 years old now so I put puppy pads for him he didn’t poop for days I was having an anxiety attack.” CBS 21 reached out to the Housing Authority of the County of Dauphin as the building is a public, affordable housing property and is owned by the Housing Authority. The Executive Director of the authority, Leah Eppinger, responded: We have engaged a licensed elevator contractor to complete the necessary assessments and restoration work. The elevator contractor has been working to troubleshoot this issue since the fire on Thursday and has been onsite daily trying to quickly and safely resume operations of the elevator. The elevator will remain offline until all repairs are completed and safety testing has been performed in accordance with code requirements. Our top priority is ensuring the safety of all residents, staff, and visitors, and the elevator contractor is working as quickly as possible to return the elevator to service. Our management staff continues to be in touch with our residents to ensure that needs are met during this time. CBS 21 also reached out to Swatara Township to see what the Township has been doing to help people at Hoy Towers. Tom Connolly, the township commissioner, said: Swatara Township is available to assist in anyway requested by Dauphin County. We were advised all residents have access to the stairs and arrangements were in place for residents that require assistance.“Nobody’s knocked on my door I haven’t heard anything, nobody’s called me this all a bunch of bull,” said Tolan. Since CBS 21 spoke with the Housing Authority, one elevator has been fixed. Eppinger said they are now waiting on parts to arrive so they can get the second elevator up and running also.
