Once you are in the camp you need to start killing AI and looting their bodies in the hope you will find a YBL-1 Office 2 key. This key is proving to be quite a rare spawn so you may be killing AI for some time before you find it. Fortunately, only one member of your squad needs to find the YBL Office 2 key for you all to complete the task.
After you have the YBL OFC2 key you need to head into the bunker and go down to the bottom level using the stairs. Once you hit the bottom of the stairs take an immediate left and you will find the room that can be unlocked with the key. Once you unlock it and step foot in the room the task will be completed, as the negotiator can be seen dead on the chair. You then just need to report back to Gunny at base to complete the task.
