Pennsylvania voters will decide key races in the 2024 primary on April 23. Here's how The Philadelphia Inquirer determines when to call winners.

It takes time to count votes, which is why the numbers are unofficial until they’re certified three weeks after Election Day There are also always some votes that need to be counted by hand because of issues with the ballots themselves, such as having stray marks or coffee stains on them. There are provisional ballots, too, which counties can’t start counting until Friday.
When we present election results, you’ll see a percentage of expected votes that have been reported. That gives a sense of how far along in the vote count we are.
