The enactment of the Electoral Amendment Act, which will allow independent candidates to compete in the coming elections, is for Home Affairs Minister Aaron Motsoaledi the opportune moment to ensure that more money gets into the coffers of political parties, with less public scrutiny.

The controversial law, enacted by President Cyril Ramaphosa last month, would require further amendments to other legislation, including the Political Party Funding Act. In a presentation to the Portfolio Committee on Home Affairs on Tuesday, Motsoaledi proposed increasing the R100 000 cap on donations that don't have to be declared, exempting donors from declaring, and, tellingly, excluding parties' earnings from investments, shareholdings and commercial activities from being declared.Get 14 days free to read all our investigative and in-depth journalism.
