As Russia's war in Ukraine hits the 18 month mark, the Crimean Peninsula is becoming both a playground and a battleground again.

"For the majority of Russians, as well as for the Russian political elite, Crimea has always been perceived as given to Ukraine unfairly," Tatiana Stanovaya, a senior fellow at the Carnegie Russia Eurasia Centre, told AP.Russia kept a foot in the door, however: Its Black Sea Fleet had a base in the city of Sevastopol, and Crimea — as part of Ukraine — continued to host it.

Some who stayed faced a relentless crackdown by Russia, which despite rejecting accusations of discrimination banned the Tatars' main representative body and some religious groups. Winston Churchill, Franklin Roosevelt, Josef Stalin got together in 1945 to discuss the fate of Europe after World War II.

"All of a sudden, they felt that corruption was less of an issue in the country," Greene said. "And they were optimistic about the economy, both personally, in terms of their own welfare, and how the country as a whole was likely to do in the future. And their memories of the 1990s have improved."
