According to Columbus Division of Police reports, family members reported that Foster was experiencing delusions and paranoia and had spoken about gun violence.
Delbert said, "It starts by asking some identifying questions," referring to the ATF-4473 form that must be completed at gun stores nationwide. One of the questions on the form asks, "Have you ever been adjudicated to have a mental defective?" "We want to make sure if we're taking away somebody's constitutional rights, there is due process behind it. It's not just an officer on the streets; it's not just a clinician in a hospital saying, 'Yeah, I don't think this person should own a gun,'" Delbert said.
