The Council of Kangs seen in Quantumania's mid-credits scene is most likely linked to the events of Loki season 1 and the ongoing season 2.

Kang the Conqueror has been set as the main threat in the Marvel Cinematic Universe’s Multiverse Saga, in big part thanks to his variants. Kang’s variants across the universe look for power in different ways, but Kang and He Who Remains took it to extremes, one by wanting to conquer the multiverse and the other by wanting to prevent it. Loki introduced He Who Remains, who was revealed to be the creator of the Time Variance Authority , and whose death has triggered major chaos in the multiverse. Kang the Conqueror made his MCU debut in Ant-Man and the Wasp: Quantumania, where he tried to escape from the Quantum Realm but was ultimately defeated by Scott Lang and Hope van Dyne. However, Kang’s death caught the attention of the Council of Kangs, who began planning their multiversal uprising. The Council of Kangs is most likely a direct consequence of the events of Loki season 1, and so Loki season 2 will be key to the future of the Kangs in the MCU and in setting up the upcoming crossover events Avengers: The Kang Dynasty and Avengers: Secret Wars.How Loki Season 1 Created The Council Of Kangs He Who Remains explained to Loki and Sylvie that in order to end the multiversal war triggered by his variants, he isolated his timeline and created the TVA to prevent it from branching out. At the end of Loki season 1, Sylvie sent Loki back to the TVA thanks to a TemPad and killed He Who Remains, which led the Sacred Timeline to branch out, with no one controlling it or stopping it. Loki season 2 episode 1 saw the chaos at the TVA as the Sacred Timeline kept branching out, and this was most likely what made way for the creation of the Council of Kangs. The Council of Kangs made their debut in Ant-Man and the Wasp: Quantumania’s mid-credits scene, and it’s led by Immortus, Rama-Tut, and Scarlet Centurion, but there were thousands of variants in attendance. The branches of the Sacred Timeline going haywire after Loki season 1 would have allowed the appearance of countless Kang variants, who thanks to their knowledge and advanced technology, would have found a way to get together. Loki Season 2 Retconned The First Season's Ending When Loki was sent back to the TVA at the end of Loki season 1, Mobius and B-15 didn’t recognize him, and Loki was horrified when he saw a giant statue of a Kang variant in the middle of the TVA. It was understood that Loki had landed in the future, where a Kang variant had taken over the TVA as a result of He Who Remains’ death, but Loki season 2 episode 1 quickly retconned this by revealing Loki was actually in the past. Due to Loki’s time-slipping, the God of Mischief was unintentionally jumping between past, present, and future, and while this was said to be a result of the branching of the Sacred Timeline, it’s unclear why Loki specifically started time-slipping. The past Loki kept going back to is one from hundreds of years ago when He Who Remains wasn’t hiding while ruling the TVA and before he created the lie of the Time Keepers to keep the TVA’s employees in check . This reveals that time in the MCU is a circle, so He Who Remains can still return, and that could have some interesting yet dangerous consequences if he meets with the Council of Kangs. Why The Sacred Timeline Crumbling Sets Up Kang's Future Multiversal War He Who Remains was clear when telling Loki and Sylvie that killing him would end the Sacred Timeline and risk another multiversal war triggered by his variants, and while it’s still too early in Loki season 2 to know how far this has gone, there were mentions of “variants are coming”. Loki season 2 has already introduced the TVA’s Temporal Loom, a room where raw time is refined into the physical elements of the timeline, and thus is responsible for the creation of timelines. It seems that the Temporal Loom has to fail and the Kangs have to come from the explosion of the branches, meaning Loki season 2 would have to be set before Quantumania’s mid-credits scene. This is absolutely possible thanks to the way time exists in the TVA, though it would make the Multiverse Saga’s timeline even more confusing than it already is. Even though Loki season 2 retconned the ending of season 1, the death of He Who Remains and the crumbling of the Sacred Timeline will be key to the future of Kang’s variants and their upcoming multiversal war.
