Previously, excuses for missing court hearings, such as trouble finding a ride or rounding up childcare, were often dismissed as, well, excuses. As such, leniency for no-shows was rare and punishments were common. The availability of virtual court soon changed perceptions. People who had the option used it and court attendance soared.
In Texas, legal access — whether to a court hearing or to quality legal representation — is a vexing challenge that requires every bit of creative problem-solving, funding and advocacy to address. The kiosk is unassuming: two frosted glass panels walling off a desk equipped with a computer complete with video and headphones, a scanner and a printer. People can use it to log in for virtual court, scan and submit legal documents and seek the help of a navigator who can answer technical questions and even connect someone to legal aid.by the Texas Access to Justice Foundation found that an estimated 90 percent of civil legal needs of low-income households were going unmet.
