At a 5 p.m. press conference Monday, Mayor Whitmire urged Houston ians to cease all outdoor activities and remain indoors by 7 p.m. He cautioned that the anticipated snow and precipitation, originally projected to arrive at midnight, might instead commence around 10 p.m. 'I ask you to lower your activities. Stay at home. Look out for our most vulnerable, our seniors, our pets our plants,' he pleaded.
Surrounded by emergency personnel, Whitmire revealed that over 600 individuals sought refuge in warming centers on Sunday night. Municipal offices will be closed on Tuesday, with the exception of first responders. City leaders will convene by midday Tuesday to determine whether the closure will be extended. 'Get prepared to be in your house, your residence, in your warming place for the next 48 hours,' Whitmire advised, emphasizing the prolonged duration of the winter storm. He projected that temperatures would remain below freezing until sometime Thursday. Residents are encouraged to contact 311 if they encounter issues at their homes or observe leaks in water mains. The mayor issued repeated warnings about the dangers of carbon monoxide poisoning and the safe use of space heaters. Concurrently, CenterPoint Energy was disseminating text messages alerting residents to the impending arrival of Winter Storm Enzo. CenterPoint asserted that its crews were on standby to address any power outages that might result from the storm. CenterPoint's response to past winter storms has drawn significant criticism from residents and elected officials, who condemned the company's inadequate repair work and lackluster communication during those events. CenterPoint acknowledged these shortcomings during a Texas Senate hearing, admitting that repairs had not been adequately executed and that their preparations to handle the storm and communicate with customers were severely deficient
