Houston ISD plans to move special-needs students from T.H. Rogers, sparking outrage from parents

in Tanglewood will be relocated by Houston ISD to campuses closer to their homes, sparking outrage from parents who say their special-needs children are well served at the magnet school, according to a letter sent home to parents from Houston ISD.

Cindy Hoppman, executive director of the office of special education services of HISD, sent a letter on Monday to inform about four dozen families whose children are enrolled in a special program that their children would be relocated to schools closer to their homes. Federal law requires students with special needs to be educated in the"least restrictive environment" and specifies that"special classes, separate schooling, or other removal of children with disabilities from the regular educational environment occurs only if the nature or severity of the disability is such that education in regular classes with the use of supplementary aids and services cannot be achieved satisfactorily.
