State takes over Houston ISD despite community outrage, academic gains

Harold Dutton, a Wheatley High alum, helped push through a 2015 law and an amendment to a 2021 law that made way for state intervention. After years of watching the school fail, the Houstonian said he felt he had to do something.
Legislators filed a bill last week designed to soften the triggers for state intervention and stave off an HISD takeover. However, Dutton doesn’t think this is the right move. Throughout state interventions, elected trustees are brought back on to the board at some point. Dani Hernandez, HISD Board president and District III representative, said she intends to run again despite the uncertainty in the district.
In 2019, Wheatley received its seventh failing grade, triggering the state law that would require the school’s closure or for the elected board to be replaced by a board of managers. This bought the district some time to get its affairs in order. In the 2021-22 academic year, Wheatley earned a C accountability grade. The district has a B. Most of the board, that had been involved in the various scandals that garnered the TEA’s attention, were voted out.
