Houston City Council voted Wednesday to award over $18 million in funding for a homeless housing development in Midtown over the objection of some council members concerned about a developer’s history with a run-down apartment complex in Fifth Ward.

Mayor Sylvester Turner, a strong supporter of the project, said he understood the council members’ concerns, but that a tight deadline imposed by the Texas General Land Office made this a take-it-or-leave-it kind of project.Fifth Ward apartments plagued with health hazards get new manager as owners remain under scrutiny

Some council members, however, said one developer, the NHP Foundation, had proven themselves to be bad actors by allowing the Cleme Manor Apartments to fall into disrepair.

“They’ve had eight years to deal with this Cleme Manor project and up until recently when this came about, they weren’t interested in working with us and all of a sudden now they are,” Knox said. “The faces changed, but the attitude and disrespect for residents never has. They're all talking about homelessness, but if you live at Cleme Manor you feel like you're homeless,” she said.
