The House on Wednesday approved the most ambitious conservation package in a generation, sending to the White House the bipartisan legislation whose passage was only made possible by an odd alignment of election-year politics.
“It should happen as a consequence of fact and public support — both of these bills are bipartisan — but getting it out of the Senate required a political necessity more than a conservation necessity,” Natural Resources Chair Raúl Grijalva told POLITICO. “If it’s seen as somehow good politically for some Republican senators in tight races, that's the way the [political] alignment ended up happening.
Still, electoral politics likely played a role in drawing support on the House side as well. Eight of the 12 lead co-sponsors in that chamber — Cunningham, Brian Fitzpatrick , Mikie Sherrill , T.J. Cox , John Katko , Xochitl Torres Small , Kendra Horn , and Jared Golden — are facing tough reelection bids.
