Two members of Congress are calling for an independent investigation into the death of Ruben Ray Martinez, a 23-year-old U.S. citizen who was shot and killed by ICE agents in South Padre Island, Texas.
WASHINGTON - In a statement released Monday, March 23, Reps. Robert Garcia and Greg Casar said they sent a letter to the inspector general for the U.S. Department of Homeland Security requesting an investigation into the circumstances surrounding Martinez’s death, as well as “any subsequent action taken by HSI and other DHS officials to conceal the facts and circumstances” around it. According to the release, Martinez was shot by an HSI agent on March 15, 2025. The lawmakers said the shooting was one of 23 incidents in which DHS personnel have shot people over the last 14 months. Garcia and Casar also alleged that for nearly a year, DHS and the Texas Department of Public Safety attempted to conceal ICE’s involvement in the shooting and “lied about the circumstances,” including by falsely claiming Martinez intentionally struck an agent with his vehicle.
