The deal now goes to the House, where lawmakers are expected to consider it Friday before departing for a two-week Easter recess.

by ALEXX ALTMAN-DEVILBISS | The National News DeskSpeaker of the House Mike Johnson, R-La., speaks during as news conference at the Capitol in Washington, Wednesday, March 25, 2026. House Republican leaders on Friday rejected a Senate-passed bill funding much of the Department of Homeland Security —arguing it excludes money for ICE and Border Patrol—and instead moved ahead with their own proposal.

Speaker Mike Johnson said the House “can’t accept this ridiculousness” and will instead seek to pass a 60-day continuing resolution to keep DHS agencies funded at current levels through May 22 while negotiations continue. “We are not going to risk not funding the agencies that keep the American people safe,” Johnson told reporters. He also accused Democrats of pushing a “radical, crazy agenda” through the appropriations process. The 42-day stalemate has led to long airport lines and left many workers without pay. If passed by the House, the GOP proposal would be sent to the Senate for consideration. Johnson added, “You can see what they do.”Johnson said the directive to pay TSA agents will move forward. “The president has shown leadership. He’s going to fund TSA agents. We’ll get that covered, but we have the rest of the country to take care of,” he said, adding that Trump supports the House plan.shortly after Johnson's presser directing DHS to pay TSA agents since they "are not being paid due to congressional Democrats' reckless decision to prioritize criminal illegal aliens over American citizens." “As President of the United States, I have determined that these circumstances constitute an emergency situation compromising the Nation’s security,” Trump wrote in the memo. “We can get at least a lot of the government opened up again and then we’ll go from there,” Senate Majority Leader John Thune, R-S.D., said overnight. “Obviously, we’ll still have some work ahead of us.” Senate Appropriations Committee Chair Susan Collins, R-Maine, said Democrats “remained intransigent and unreasonable” in their demands for DHS funding. “Congressional Democrats have done real damage to the appropriations process by repeatedly forcing government shutdowns and refusing to fund entire agencies,”. “Their refusal to fund ICE and Border Patrol leaves our borders and our country less secure and sets a precedent that they may one day come to regret.” The Senate-passed bill would fund the Federal Emergency Management Agency, the Coast Guard and TSA, but includes no new limits on immigration enforcement, which has largely continued during the shutdown. ICE agents have continued to be paid due to a GOP tax cuts bill signed into law last year that included $75 billion for ICE operations. The Trump administration has also deployed ICE agents to airports to help ease staffing shortages at security checkpoints. At the heart of the impasse, Democrats are pushing for new limits on ICE and Customs and Border Protection , including requiring agents to wear identification, restricting the use of face coverings and ending administrative warrants. Since the partial government shutdown began, nearly 500 of roughly 50,000 TSA officers have quit.
