A bill seeking to limit the coverage of a three-year fixed term to four high-ranking military officials has been filed in the House of Representatives.

Speaker Martin Romualdez of Leyte and four other lawmakers made this proposal under House Bill 6482 titled An Act further strengthening professionalism and promoting the continuity of policies and modernization initiatives in the Armed Forces of the Philippines.

The proposal also provides that except for the position of Armed Forces chief of staff, no officer shall be designated to key positions or promoted to the rank of brigadier general/commodore or higher if he or she has less than six months of active service remaining prior to compulsory retirement.57 years for those with the rank of brigadier general/commodore59 for those occupying the rank of lieutenant general/vice admiral.

“After the passage into law of RA No. 11709 [signed by then President Duterte], a significant number of proposals and recommendations from officers and enlisted personnel were made to amend some provisions to make the law more responsive to the needs, peculiar situation, organizational structure, and human resource development of the AFP,” House Bill 6482’s explanatory note read.
