The mayor and City Council will be asked to allow carriages to operate in San Antonio only through March 2028, at most.

The City Council is split over how quickly to remove horse-drawn carriages from San Antonio streets, with some wanting a ban to take effect as soon as March 2026 and others wanting to wait up to five years or longer. Those wanting to see the faster timeline lamented the fact that the proposal to ban the carriages has moved so slowly through the vetting process for city ordinances. It was filed nearly two years ago.

Should there be a ban? We asked, and you answered. The City Council will likely vote in early December on an ordinance stipulating a timeline for phasing out city permits for carriages, horses and their drivers. The 25 carriage and 81 driver permits issued by the city expire in September 2025, said Deputy City Manager María Villagómez.

Will City Council ban horse-drawn carriages downtown? Councilwomen Sukh Kaur and Adriana Rocha Garcia said they supported a three-year transition. Mayor Ron Nirenberg said he wants the city to “transition thoughtfully, compassionately, as soon as we can.” He was the only elected official who voiced opposition to replacing horse-drawn carriages with electric ones, something the council has floated as an alternative employment option for drivers.
