'It seems there has been a falling out – a bit of personal going on'
A homeowner has been granted planning permission for a controversial balcony extension to his chalet-style bungalow after a neighbour dispute.
Phil Wright had to submit a revised planning application for the addition to his Avalon property in Manor Road, Darwen, after officials discovered it had been built larger than specified in the original permission. The approval of the balcony and rear staircase in October angered neighbours and resulted in two official complaints to Blackburn with Darwen Borough Council and a 26 signature petition calling for it to be reversed.
While investigating the complaint planning officers discovered the discrepancy between the proposals approved and what was actually built. But on Thursday night Mr Wright’s new application for the extension was approved by the council's planning committee with three conditions.He appeared before councillors to say the error in the construction of the extension was a genuine mistake by the builders whilste he was on holiday.
Ewood ward’s Cllr Jim Casey said: “It seems there has been a falling out – a bit of personal going on.” Planning manager Gavin Prescott said: “”During the consultation process relating to the current planning application, lengthy neighbour objections have been received. The proposal will not exacerbate overlooking which is already present.The official complaints have yet to be resolved by the council.
