Homeless people are not inherently 'vulnerable' - we need to change how we discuss homelessness

More people are being plunged into homelessness as the cost-of-living crisis rages on.

It was fitting that we were discussing this issue this morning because I had just received an email from the housing charity Shelter which said that nearly one in five families who rent their home from a private landlord – that’s 277,000 families in total – have had to move three or more times in the last five years.

And yet, during the conversation at Demos, it struck me that misleading language is too often used to discuss the issue of homelessness and the people who experience it – the human beings behind the numbers who I meet week in, week out across the UK. The term “vulnerable” is a loaded term with political overtones, it implies weakness. And we – journalists and consumers of the news alike – must be wary of political language.

People experiencing homelessness aren’t inherently “vulnerable”. Unaffordable homes and no meaningful protection from eviction makes people “vulnerable” to homelessness.And now, for a brief dip into planning policy. This is a topic which underpins the crisis of rising homelessness because, without enough truly affordable social housing, there is nowhere for people to go, which is why the number of homeless people living in temporary accommodation is swelling.

Mayor Khan is warning that this change could at best delay and at worst lose such improvements, reducing the number of affordable homes.
