Dr. Kraftin Schreyer, the director of clinical operations at Temple University Hospital's emergency department, said in this weather, frostbite can affect exposed skin in a matter of minutes.

Wednesday, January 22, 2025 4:46AMOn a bitterly cold night, city and community leaders in Philadelphia are focused on making sure the homeless population is safe.

"We really empathize with the reality of, 'Hey, these are not temperatures you can joke around with for some people.' Especially with questionable health, it could be death," said Kharisma Goldston, the director of shelter with the Bethesda Project. "You're only out there for like 10 minutes and you're in trouble. It's just nice to have somewhere to be able to go," he told Action News.

She said in a matter of hours, "We can start to see the effects on organs - kidneys, your brain, and eventually your heart." "We have volunteers coming from all over the city that are literally going to go out in the cold and help count the individuals who are unsheltered," Hill explained. "The count helps me identify the resources that we need and help us advocate with the city for what type of shelters are needed."
