Many of the people demonstrating outside a federal appeals court in San Francisco Wednesday over homeless encampment sweeps are impacted by the issue every day, frustrated by a system that many say is just not working.
, an issue that has fueled debate and dueling rallies by housing advocates hailing the injunction and city residents and business owners who want the homeless tents cleared.
"There's more work than we can handle out here," said Mark Mazza with San Francisco's Department of Emergency Management "I just had a woman come and tell me that a tent moved from one corner to another. And we have to explain to people that right now, we've got rules we've got to work with." "You know I can't blame people for not wanting to go into a congregate shelter," Mazza said."That's their decision."
The result has been a kind of churn, as many of the tents lining the sidewalks are occupied by people who have been provided some kind of shelter or housing.
