Hochul said in a Monday press release that the wave of 50 actions, the first in her “Express NY” initiative, are “cutting red tape” to make necessities like housing and healthcare more accessible to New Yorkers by limiting “burdensome” fees and paperwork.
“The purpose of government should be to work for the people, not against them, and every New Yorker can agree that bureaucratic obstacles stand in the way, wasting time and money,” Hochul said. The reforms, categorized by saving time, saving money, increasing access to services, and rescinding outdated policies, will simplify licensing renewal applications, eliminate fees for the use of commercial measuring devices, expand telehealth services to assisted living facilities, and repeal 15 outdated labor regulations—including one from the 1950s that required restaurants to get a permit to allow women to work after midnight.
These swift revisions follow Hochul’s October 2025 call on state agencies to recommend regulations that could be eliminated or modified to improve government efficiency. After receiving nearly 100 potential regulations from state agencies, HochulExpress NY in February to amend outdated statewide regulations and gather feedback from constituents on policies they found to be unnecessary, burdensome, or outdated.
Hochul’s office announced Monday that nearly 4,000 proposals from all 62 of New York’s counties were submitted to the Express NY online portal, where constituents were able to submit feedback through April 3.
