Gov. Kathy Hochul held a press conference to announce the arrival of the National Guard who will assist in patrolling the city's subway system during the holidays. She is pushing the Legislature to address the terror and mayhem from random violence by the mentally ill, specifically seeking to improve New York's rules for involuntary commitment, including mandatory hospitalization, and make it easier to petition for mental-health treatment under Kendra's Law.

Hochul states she will outline new legislation for both in her executive budget. Her administration has made progress in other areas, such as implementing new regulations requiring comprehensive outpatient-discharge plans for individuals committed for mental health reasons. She is also working on a plan to allow doctors to keep patients in psychiatric care longer and prevent them from returning to the streets. Additionally, Hochul has initiated the SCOUT program, which has helped 750 New Yorkers transition from homelessness to psychiatric care and 600 into stable housing. She has also increased the number of inpatient psychiatric beds and reimbursement rates for inpatient care
