<p>CEDAR CITY — Gordon Hodnett's house sits nestled above the city toward the top of the Canyon Ridge Homeowners Association's planned urban development.
</p><p>&quot;There is a working sprinkler system with plants that can live without much water — I really liked that it was natural landscaping,&quot; Hodnett said.
