City aims to curb dog attacks, stray animals with tighter regulations. The changes got unanimous City Council support.

Animal Care Services is taking aim at people whose dogs are caught roaming free — they're now subject to higher fines and forced pet sterilization. The city department will sterilize animals picked up on the streets before their owners can take them home, if the owners can’t be immediately located. And penalties are now much tougher for owners who repeatedly break the city ordinance against dogs roaming on neighborhood streets, a Class C misdemeanor.

Five ACS employees resigned, fired following allegations of bad behavior But Shannon said the department will sterilize dogs when officials are unable to identify and track down their owner, forcing the city to take the pet to its shelter. Last fiscal year, the city picked up 2,425 unsterilized dogs but returned most of them to their owners with orders to sterilize the animals within a month.
