The health department’s top lawyer is warning in an internal memo that President Donald Trump's plan to give seniors $200 discount cards to buy prescription drugs could violate election law, according to three officials with knowledge of those legal concerns.

"Every day that passes is one less day" to roll out the plan before the election, said one of the officials. Meadows and Verma have justified the drug cards as an authorized "test" of whether drug-discount cards would ultimately help Medicare beneficiaries more consistently take their medicine. A spokesperson for Azar said that the secretary supports the Trump-backed plan. "As the architect of President Trump’s drug pricing blueprint and as a matter of policy, Secretary Azar has always been supportive of ideas to lower American seniors’ out of pocket drug costs—including the President’s copay card proposal and the plan to deliver discounts directly to seniors at the pharmacy counter," the spokesperson said.
