He says workers in Saskatchewan left for other industries and places, or simply quit the workforce altogether. Training complicates things. It takes four years to train a journeyperson, which may be too slow to meet a pressing demand in the more immediate future. Competing for workers returning from other provinces is also tough; a lot of the workers who left for British Columbia or Ontario are still living there, Cooper says.
