The council became aware of the incident on May 28, referred it to Kingdom Services the next day, and the men were removed from duty on May 30. Now, the Daily Mail understands that the council has formally reported the former employees to Scotland Yard, raising questions about the vetting and oversight of private enforcement agencies. The confrontation, which occurred on Northolt Road in South Harrow, was captured by the man being threatened using glasses equipped with a covert camera.
The footage shows one officer in a black hood pressing the button on his colleague's body camera, saying it's off, before both men launch into a tirade of violent threats. The encounter lasts about a minute, during which the officers repeatedly accuse the civilian of butting into their business and trying to disrupt their money. They challenge him to follow them across the road, claiming they will show him what time it is, and even boast that the police would rough him up because we work with them.
In the wake of the video, which has been viewed millions of times, further allegations of misconduct by Kingdom employees in Harrow have surfaced. Councillor Rashmi Kalu, who represents the area, stated that this is not the first time the council's enforcement has faced criticism, and that multiple residents have contacted her with concerns about the culture and approach of enforcement on the streets.
While acknowledging that the vast majority of council staff and contractors act professionally, she insisted that these reports merit a thorough investigation. The council has since launched an internal review of its contract with Kingdom Services, and the police are expected to determine whether criminal charges should be filed against the two former officers.
