The social and political unrest of the 1960s increased the conflict between the generations.“If we had something for , maybe we wouldn’t have as much crime,” Harrisburg resident Dorothy Dice told the Sunday Patriot-News in 1967. “Harrisburg is lacking in that it has no neighborhood swimming pools; really it has very little for the children.”

“Swimming pools in central city areas have assumed a symbolic importance in the effort to improve urban life,” The Patriot said in an editorial in 1968. “A first-rate pool, therefore, completed and in operation, in a location which is easily accessible to everyone, can help ‘cool it’ in more ways than one.”

In 1966, Paul Doutrich, city councilman and parks director, listed a municipal pool as Harrisburg’s top capital improvement goal for the following year.
