Harris County Commissioner Rodney Ellis, County Judge Lina Hidalgo and Harris County Public Health Executive Director Barbie Robinson announced the county could launch a guaranteed income pilot program. Such a program could add to the growing body of evidence that direct cash payments can change people's lives.Harris County commissioners recently voted to approve a program that will give certain low-income people a $500 check every month for 18 months — with basically no strings attached.
The basic idea behind guaranteed income programs is that human beings, not the government, know best how to make a difference in their own families' lives. Maybe a significant, guaranteed chunk of extra money each month would let someone quit a second job and take community college classes. Or buy a used car, so they can drive to a better job. Maybe that money covers a new transmission or an emergency medical bill. Or a prom dress.
