Harris County man's $3.3M PPP loan scam nets him a private jet trips, 9-year prison sentence

A federal judge sentenced Scott Jackson Davis, 46, to 102 months on Friday nearly a year after he pleaded guilty to wire fraud. The scheme began around April 2020 in the early days of the COVID quarantine and lasted until his arrest in December 2021.

An investigation into Davis was launched when he submitted three suspicious PPP loan applications to a financial institution between April 30 and May 2, 2020, amid the COVID-19 pandemic. The"businesses" he named on the applications were Skilled Trade Investments LP , Skilled Trade Staffing LLC , and Skilled Trade Investments Group LLC , according to court records.

Davis claimed the three businesses had a vast number of employees and significant payroll, when in actuality, they had few if any employees and little to no payroll, according to the U.S. Attorney's Office. Davis stated on the applications that he had not been convicted of a felony in the prior five years, however investigators determined he had pleaded guilty to wire fraud in the federal court three years prior, in April 2017.

When Davis began submitting the fraudulent PPP loan applications, he was still on supervised release for the 2017 wire fraud conviction, according to court records. A majority of the PPP loan funds were spent on private jet travel, real estate and luxury vehicles, court records show. Following Davis' indictment, the U.S. Small Business Administration's Office of Inspector General and FBI’s Houston Field Office seized many of his new purchases: a 2020 Cadillac Escalade, 2021 GMC Sierra, a 5.58 carat diamond, a 2.6 carat diamond and two properties in the Houston area.Davis will remain in custody pending transfer to a U.S.
