A Connecticut state representative, considered a rising political star, was killed when a wrong-way driver crashed head-on into his vehicle early Thursday morning as he returned home from the governor's inauguration ball, state police said.

The committee was originally scheduled to hold its first meeting Thursday. But after news of Williams’ death, legislative leaders announced they had closed the state Capitol and Legislative Office Building, postponing all legislative activities until Monday.

State police said Williams was driving southbound on Route 9 in Cromwell, heading toward Middletown, when he was struck head-on by a vehicle going the wrong way shortly after 12:30 a.m. His car then burst into flames, troopers said. Cromwell is about 14 miles south of Hartford, where the governor’s inaugural ball was held.Authorities identified the wrong-way driver as Kimede Mustafaj, 27, of Manchester, Connecticut, who also died in the collision. Williams, who leaves behind his wife and mother, was the first African American to represent Middletown in the General Assembly, according to a biography on his legislative web page.
