Department of Justice (DOJ) Secretary Menardo Guevarra has urged police to file charges against quarantine violators who have been arrested without warrant on the same day they were caught.

Guevarra made the call amid reports that violators continue to languish in detention, including 58-year-old fish vendor Joseph “Dodong” Jimeda who was released last May 19 after having been detained in Navotas for 12 days for failing to present a travel pass.

Charges are filed during inquest if law enforcement authorities made warrantless arrests of persons who have been caught in the act of committing offenses. During inquest, violators may opt to undergo preliminary investigation to be conducted by prosecutors. After missing since May 7 when he left Caloocan, Jimeda’s family was able to locate the fish vendor whose disappearance and plight became viral online.
