Abbott and Patrick have butted heads before on issues ranging from restrictions on LGBTQ rights to the electric grid, but they have almost always worked it out behind closed doors. Abbott mostly stayed out of the public negotiations during the regular legislative session, but after both chambers failed to reach an agreement last month, he came out in support of a compression-only plan. The governor called a special session directing lawmakers to pass that bill — and the House did so on their first day back in Austin. Then they promptly adjourned.

“The bills that I have are good government bills,” Bettencourt said. “And having them tied to a future deal is not what the legislative process really contains.” Still, Patrick and Abbott have similar goals and appeal to the same voters, said Brendan Steinhauser, an Austin-based Republican political consultant. This fight is more public and more intense than past disagreements they’ve had, “but it’s never really gotten heavy or ad hominem,” he said.
