The Senate is not scheduled to vote on the funding bill for a 13th time on Monday. Instead, the Senate will be approving two judicial nominations Last week, the Senate failed to advance the funding bill to keep the government running until November 21, as well as the Shutdown Fairness Act - a bill that would have paid federal workers who are still working amid the shutdown. The shutdown is now the second-longest history, just days away from becoming the longest in U.S. history. The longest shutdown was 35 days long during President Donald Trump’s first term. During his trip to Japan, Trump blamed Democrats for the shutdown as he spoke to reporters on Air Force One. "The Democrats can solve that problem with air traffic control," Trump said. "All they have to do is say, 'The country's open'. We only need five votes. The Republicans are with us. We only need five votes. So let's see what happens." On Nov. 1, the Supplemental Nutrition Assistance Program , food assistance that benefits around 42 million people, will run out of funding, resulting in federal food aid to end. SNAP is the largest food aid program in the United States. The Special Supplemental Nutrition Program for Women, Infants, and Children will also not go out on Saturday.The largest federal workers' union called for Congress to end the government shutdown, urging lawmakers to vote on the funding bill. "Both political parties have made their point, and still there is no clear end in sight," President of the American Federation of Government Employees, Everett Kelley, wrote in a statement."None of these steps favors one political side over another," Kelley said. "They favor the American people, who expect stability from their government and responsibility from their leaders."Democrats are pushing for healthcare subsidies for 24 million Americans who buy insurance through the Affordable Care Act. They are refusing to vote to reopen the government until the funding bill includes tax breaks for Americans using the ACA.
