DeWine's unfinished business likely includes revamping Ohio’s mental-health system, expanding health-care services and early-childhood education and creating job-training initiatives.
. Ohio, like other states, has also been given billions in federal COVID-19 relief funds, though state policymakers will have to figure out how to handle things when that one-time money runs out.
DeWine has spoken often about the need to complete President John F. Kennedy’s plan to stop institutionalizing people with mental-health issues and provide community care to them instead. While Kennedy signed legislation to release thousands of people from psychiatric hospitals, DeWine said, the second half of the plan – creating and funding local mental-health services – was never executed. The governor said his plan would help to remedy that in Ohio.
DeWine said last month that his administration will focus on improving education in Ohio, from early-childhood education to job-training programs. The biggest education-funding issue to watch will be whether DeWine and state lawmakers decide to continue to fully fund the Cupp-Patterson school-funding plan,to fix the state’s long-unconstitutional method of funding public schools. DeWine hasn’t yet said whether his budget plan would fully fund the plan, which – if fully implemented over the next two budget cycles – would cost the state an additional $2 billion per year.
