COLUMBUS, Ohio — Gov. Mike DeWine has taken the rare step of calling a special legislative session, in effect summoning the General Assembly to make sure that President Joe Biden qualifies for the ballot this November.
DeWine called on the legislature to pass a bill that would fix the problem next week, but he also wants lawmakers to pass legislation banning foreign contributions to state ballot issue campaigns at the same time. Details on the latter has been a sticking point between the two chambers, which both are controlled by Republicans, but DeWine seemed to fall in with the Ohio Senate on Thursday.
Earlier this month, the Ohio House and Senate appeared on their way to passing a fix ahead of a deadline that would have made the legal change effective before the certification deadline in August. Those plans cratered, but lawmakers could have still passed emergency legislation that would have taken effect in time but that requires a higher vote threshold.
DeWine said the legislature should take up the Senate’s bill while endorsing the legislation’s ballot-issue funding portion.In a statement, John Fortney, a Huffman spokesperson, said the House should take up the bill the Senate passed earlier this month. Under the Ohio Constitution, the governor is able to issue a proclamation calling a special legislative session for a specific purpose. The last time a governor did so was in 2004, when then-Gov. Bob Taft called a special session to take up campaign-finance reform legislation. Before DeWine called the special session, the legislature wasn’t scheduled to meet until June 12.references three bills that the legislature will consider on Tuesday.
