David Duncan served 17 years as a federal magistrate judge before retiring in 2018. He will review death penalty procedures and issue a final report.

Gov. Katie Hobbs has appointed retired Magistrate Judge David Duncan to review the execution process in Arizona,to establish a Death Penalty Independent Review Commissioner.

In a previous statement, Hobbs said the commissioner would be tasked with"reviewing and providing transparency into the Arizona Department of Corrections, Rehabilitation, & Reentry lethal injection drug and gas chamber chemical procurement process, execution protocols, and staffing considerations including training and experience."

Before he was a judge, Duncan worked on capital cases and served as an assistant United States attorney. Duncan said he hopes to identify what went wrong with the death penalty in Arizona and find out how to fix it.
