Shapiro is nominating his former fello Montgomery County commissioner, Dr. Val Arkoosh, to serve as his human services secretary as well as named his nominees to head up the Departments of Health, Drug and Alcohol Programs, Aging and Insurance.

Shapiro highlighted his intention of bringing on board to his administration individuals who were representatives of the entire state and points out these five nominees are experienced leaders from the western, northeastern and southeastern parts of Pennsylvania. She has served as a county commissioner since 2015 and in 2016 became the first woman in that county to serve as its chairwoman. In that role, she oversees a $500 million budget and directs more than 2,800 employees. She has led the National Physicians Alliance, a national nonprofit organization that promotes affordable quality health care.
Bogen took over her position in the county health department in 2020 about the time suspected cases of COVID-19 appeared in Pennsylvania. She led the department through the pandemic providing the public with consistent and measured information and working closely with various stakeholders. She also led the department’s efforts in advancing regulatory improvements in food safety, plumbing and air quality and creating paid sick time regulations.
A Pittsburgh native, Davis-Jones currently serves as the senior director of behavioral health at Highmark Wholecare. She previously worked at the Allegheny County Department of Human Services as its administrator of the Bureau of Drug and Alcohol Services after running a drug and alcohol counseling program in Pittsburgh.
