TROPICAL Depression Goring has maintained its strength as it moved north northwestward over the Philippine Sea east of Basco, Batanes, said the state weather bureau on Thursday morning, August 24, 2023.

No tropical wind signal has been raised as of Thursday morning, but Pagasa said that based on the current forecast scenario, the hoisting of Tropical Cyclone Wind Signals over areas in northern Luzon may begin Thursday night or Friday, August 25, in anticipation of the onset of tropical cyclone severe winds.

It said the Southwest Monsoon may be enhanced by Goring beginning on Sunday or Monday, resulting in possible occasional rains over the western portions of Central and Southern Luzon. Pagasa said that after a period of generally northwestward movement in the next 12 hours, Goring was forecast to turn generally southward while over the waters off the eastern coast of Cagayan Valley.
